Quality Policy

Hacettepe University is committed to ensuring that appropriate standards are met and maintained in educational programs and research, and to provide a high-quality education in accordance with national and international standards.

Hacettepe University Quality Assurance Policy is based on the quality standards of the European University Association and the Council of Higher Education as well as our mission, which reflects our core corporate values, and the objectives in our strategic plan. Hacettepe University continues and develops its studies depending on the management structure it has created based on a management approach that can fulfill its mission, vision and values.

Quality Assurance describes the management and organizational processes implemented by the university to ensure that the standards and quality of higher education meet the requirements and norms of higher education.

Quality Improvement defines the management and organization processes in place to improve the dimensions of education, research and service to society, which are continued by the university.

Hacettepe University Quality Assurance Policy Development Process and Its Principles

In line with the mission and vision of the university, the  Hacettepe University Quality Assurance Policy is based on universal values, academic autonomy and, interaction with society as well as a system that adopts the principle of improving the quality of academic, educational and research activities, ensuring process-oriented management and necessary standards, participation and satisfaction of all stakeholders, continuous improvement and sustainability.

The following principles are taken into account in the development of quality assurance and the formation of a quality culture at the university.

  • Quality assurance is developmental and is part of the university's strategy to ensure the highest quality of learning, teaching, curricula, research and academic activities and standards.
  • A collaborative approach to improving quality assurance (participation of all stakeholders is essential) is followed. It covers and strengthens all areas of the university and all stakeholders that contribute to it.
  • Quality assurance is designed to meet internal and external approval, accreditation and recognition requirements.
  • The development of the quality assurance system is continuous and is part of the university's continuous improvement and excellence strategies.
  • Within the scope of quality assurance, quality improvement practices in all areas of the university are documented, monitored, reviewed and evaluated.
  • Quality assurance focuses on inputs, processes, results and impacts.
  • Quality assurance is designed to promote institutional and public trust in the academic standards of the university.
  • Quality assurance is transparent, systematic and fair.
  • Quality assurance is a process supported and facilitated at the university.

Hacettepe University Quality Assurance System

It is a planned and systematic cycle of activities consisting of the determination of objectives, controlling of processes, evaluation of results and making improvements in order to ensure that quality and performance processes in line with the determined internal and external quality standards are fully fulfilled.

While some academic and administrative units and employees undertake the duty and responsibility of establishing and operating quality assurance in particular within the quality assurance system, all stakeholders such as other academic and administrative employees, students, graduates, public institutions and employers must act in accordance with the goal of continuous improvement.

Components of The Quality Assurance Systems


Functioning of the Quality Assurance System

Hacettepe University Quality Commission (HÜKAK)

The Quality Commission is the commission responsible for establishing a quality assurance system, planning, conducting, reporting, submitting to the senate and sharing with the public, internal evaluation studies in order to evaluate, monitor and improve the quality of the services provided. It is the highest and most authorized institution within the university regarding the quality assurance system.
The Quality Commission consists of academic and administrative personnel and student representatives selected from faculties, institutes and research centers around the university under the chairmanship of the rector.

Duties of the Quality Commission

  • To establish the internal and external quality assurance system for submission to the University Senate and to identify key performance indicators specific to the institution,
  • It's about to be presented to the Senate; to plan, carry out corporate internal evaluation studies, to prepare annual internal evaluation reports containing the results of corporate evaluation and improvement studies, to share and announce them with the Senate,
  • To make the necessary preparations for the corporate external evaluation program, to inform internal and external stakeholders about the process,
  • To support the studies during the external evaluation process,
  • To contribute to quality assurance system activities by working in cooperation with Unit Quality Commissions,
  • To encourage programs to enter accreditation processes, to monitor accredited programs and to encourage their continuity,
  • To regularly measure the level of achieving the quality targets envisaged in the strategic plan and to ensure its sustainability,
  • To support and ensure the adoption of quality culture within the organization,
  • To ensure that trainings related to the quality assurance system are carried out; to support unit quality commissions in the organization of these trainings,
  • To ensure the preparation, evaluation, design, implementation and reporting of stakeholder satisfaction surveys for monitoring the expectations and feedback of internal and external stakeholders,
  • To contribute to the strategic planning and preparation activities of the University,
  • To follow national and international good practice examples and current approaches related to the quality assurance system and to inform the relevant units about this issue

Quality Management Office (KAYO)

The Quality Management Office is a unit established to carry out the administrative and technical secretarial services of quality assurance activities and to support the Quality Commission, where competent administrative and technical personnel work.
Quality Management Office; works under the quality coordinator and analyzes data on student surveys, education, research and social service activities, monitors accreditation processes and provides the necessary support for the operation of the quality assurance system.

Duties of the Quality Management Office

  • Providingadministrative and technical support to the Quality Commission, Quality Coordinator and assistants,
  • Planning and monitoring of actions developed by the Quality Commission,
  • Collection, analysis and reporting of data related to quality assurance in communication with the relevant units,
  • Ensuring contact with the network of members of the Unit Quality Commission,
  • Monitoring the determinations, recommendations and improvements made in the Quality Commission reports and reporting them to the Quality Commission for submission to the Senate,
  • Monitoring the determinations, recommendations and improvements made in the Unit Quality Commission reports and reporting them to the Quality Commission for submission to the  Senate,
  • Reporting of the reports submitted by the Education Program Quality Assessment Committees to the Quality Commission for submission to the  Senate,
  • Monitoring and reporting of detections, recommendations and improvements in corporate external evaluation and accreditation reports,
  • Ensuring the necessary communication and coordination with corporate external evaluation and accreditation bodies,
  • Technical contribution to the creation and development of an integrated information management system,
  • Quality assurance training and dissemination of quality culture is the monitoring and development of activities.

Unit Quality Commissions (BİKAK)

They are the commissions responsible for the regulation, execution and monitoring of quality assurance and accreditation studies established in administrative units such as academic and department heads such as faculties, institutes, colleges and application-research centers of Hacettepe University. Reports prepared for the evaluation of the quality of the services carried out by the Unit Quality Commission are sent to the Quality Management Office and Hacettepe University Quality Commission. 

Academic Unit Quality Commissions

These are five-person commissions consisting of the director of the relevant unit, faculty members and student representatives, which are established to carry out the quality studies of each faculty, college, conservatory and institute.

Hacettepe University Application and Research Centers Coordination Board is responsible for conducting the quality and performance studies of the application and research centers within the university.

Academic Unit Quality Commissions (A-BİKAK);

  • Created separately for faculties, colleges, conservatory and institutes (at least 5 members, including Dean/Director, faculty members and student representative)
  • A single commission is created for application and research centers (at least 5 members selected from the directors of the Application and Research Center) (HÜYGAM)

Administrative Unit Quality Commissions (I-BİKAK)

  • It is made up of at least five (5) members to be appointed under the chairmanship of the administrative unit supervisor. The Administrative Unit Quality Commissions for Student Affairs, Health Culture and Sports, Library and Documentation, and Information Processing Departments include one student representative for Beytepe and Sıhhiye Campuses.

Unit Quality Commission Tasks

  • To coordinate the preparation of the strategic plan of the unit,
  • To ensure the evaluation of academic and administrative services, the improvement of quality and the execution of all kinds of work to be carried out in the accreditation process in line with the strategic plan and objectives of the unit,
  • To prepare the Unit Internal Evaluation Report and send it to the Quality Management Office (KAYO) and Hacettepe University Quality Commission (HÜKAK),
  • To make the necessary preparations for the certification and post-evaluation studies to be carried out by independent evaluation organizations related to the quality assurance system in the unit; to give all kinds of support to these organizations,
  • To announce the decisions of Hacettepe University Quality Commission to the relevant departments, programs and sub-units of the relevant unit; to contribute to their applications and to monitor their results,
  • To submit the annual report on their activities to the Quality Commission of Hacettepe University until the date determined by the Commission,
  • To carry out other necessary studies in line with the regulations determined regarding the quality assurance system and the procedures and principles determined by Hacettepe University Quality Commission.

Education Program Quality Assessment Teams (E-KDET)

The faculties, institutes, colleges, vocational schools, Lifelong Education Center and Turkish Teaching Center of Hacettepe University are teams consisting of an equal number of faculty members and students for the evaluation of education programs for associate, undergraduate, graduate, doctorate and certification. Each team serves direct experience sharing and feedback about educational programs from the perspective of faculty and especially students.

Education Program Quality Assessment Teams (E-KDET) in particular; they work in accordance with the purpose of contributing to the monitoring and improvement of the quality of the curriculum, education and support services.

E-KDET prepares annual reports for each training program based on student surveys, graduate and employer evaluations. In the reports prepared by the teams; observation, analysis and recommendations are included for program managers to take remedial measures. Apart from the managers of the education programs, the reports are sent to the Academic Unit Quality Commission (A-BİkaK), the Quality Management Office (KAYO) and hacettepe University Quality Commission (HÜKAK).

External Evaluation and Accreditation

  • Institutional External Evaluation and Accreditation

Hacettepe University benefits from external quality assessment and accreditation processes at national and international level. Our university has undergone institutional external evaluation of the Higher Education Quality Board (YÖKAK) and the European Association of Universities (EUA) on different dates. In 2007, the European Association of Universities (EUA) reviewed it as part of its institutional external evaluation program and the EUA Evaluation Report was prepared.

Hacettepe University is also assessed institutionally by the Higher Education Quality Board (YÖKAK), which supervises the quality levels of its education and research activities and administrative services according to national and international quality standards, and carries out internal and external quality assurance and accreditation processes and authorization of independent external evaluation institutions. Institutional external assessment by YÖKAK; Management system, quality assurance system, education, research and development, social contribution are carried out in 5 dimensions.

Hacettepe University entered the institutional external evaluation of YÖKAK in 2017 and the Prepared Institutional External Evaluation Report (KGBR) was shared with the public and the first monitoring visit of the KGBR in question was completed in the first months of 2021.

  • Accreditation of Services

The educational, research and social service activities offered by Hacettepe University are accredited by national and international independent external evaluation organizations at certain periods.

  • Accreditation of Educational Programs

The educational programs offered at Hacettepe University are assessed by national or international independent accreditation bodies. Within this framework; In 2020, 22 undergraduate programs and 75 Doctoral programs carried out within Hacettepe University have national and international accreditation.

In addition to these programs, accreditation evaluations of 18 undergraduate programs applied in 2020 are continuing.

  • Accreditation of Community Service Activities

Hacettepe University Hospitals

Hacettepe University Hospitals started its journey of quality accreditation as the "first public university hospital" accredited by Joint Commission International (JCI) in Turkey in 2007 with Adult Hospital.

As of April 2014, JCI has set new and higher standards for institutions conducting training and research activities under the name "Version 5". Hacettepe University Hospitals became the "first public university hospital" accredited by JCI for the 3rd time as a result of the new accreditation audit carried out according to these standards in December 2014 and became the "first public university hospital" with "Academic Medical Center" accreditation according to the new standards and continued its title and success by being accredited once again in January 2018.

Turkey Doping Control Center

Hacettepe University Turkish Doping Control Center (TDKM) was established in 1989 with the protocol signed with the General Directorate of Youth and Sports, was first accredited by the International Olympic Committee (IOC) in 2001 and established in accordance with world anti-doping agency (WADA) rules in the following years and accredited by WADA. Hacettepe University Turkey Doping Control Center has been accredited by the Turkish Accreditation Agency - TURKAK and WADA as a Doping Control Sample Analysis Laboratory every year since 2015.
